Target Action Plan (TAP)

HOW DOES IT WORKS?

To ensure maximum effectiveness, enrollment in the TAP program is limited to a specific number of properties at any given time. A security officer trained in TAP can only patrol a set number of properties per week and month. Regular security patrols are conducted by retired California Peace Officers, retired U.S. Military personnel, or highly trained security officers certified as TAP Officers, private patrol operators, and experienced risk management experts.


The TAP program addresses inherent weaknesses in many security programs. Unlike companies that spread their services thinly across numerous properties, TAP focuses on dedicated patrols tailored for apartment communities, commercial properties, large land areas (such as illegal marijuana plantations), and business communities. Most security firms lack specialized training for officers to effectively engage with the public, a critical component addressed by TAP.


All City Patrol Services operates throughout California, optimizing patrol routes to minimize overhead costs. This efficient approach, combined with patrols led by TAP administrators or experienced retirees, reduces traditional security service overhead by 75%. This cost-effective model allows property owners to benefit from highly effective security solutions at a reasonable cost.


While the Targeted Action Plan (TAP) cannot guarantee the prevention of criminal acts, accidents, or policy violations, All City Patrol Services and this action plan significantly mitigate risks affecting employees, guests, property, and safety management costs. WHAT DOES IT OFFER TO THE CLIENT?

  • A 24-hour hotline is available for residents and clients to report suspicious activity or non-emergency concerns.
  • The TAP Patrol Officer actively patrols your property and, in case of incidents requiring TAP intervention, such as suspect contact, arrest, or trespass warnings, promptly submits a written report to the appropriate law enforcement and the client.
  • Your TAP Officer conducts regular status conferences with property management or maintenance staff to address safety, security, fire prevention, theft, vandalism, and other security issues.
  • Random patrol inspections occur on a scheduled basis every five to seven days without exception.
  • The TAP Officer is familiarized with all house rules and regulations, strictly enforces them, and reports any violations to the property manager, owner, or client as necessary.
  • The TAP Officer interacts courteously with all residents and guests, while also representing the residential property manager, owner, or client.
  • Weekly safety, security, and fire prevention summaries, along with daily activity reports (DARs) issued by 8:00 AM every Monday, are hand-delivered or electronically delivered to the property owner or representative.
  • Document process services, including issuing 3-day notices, 30-day notices, and unlawful detainers, are performed during patrols as required.
  • All evidence collected during a TAP investigation is maintained according to standard investigative practices and procedures and provided to the property owner/manager upon request. Photographs of all evidence are included in the All City Patrol Services Investigative/Incident Report.
  • Property policy violations are reported to property managers or owners with a comprehensive written report as necessary.
  • The assigned retired peace officer or military officer actively participates in community events to discuss safety, security, and fire prevention.
  • The TAP Officer parks the patrol vehicle in a manner that does not obstruct resident or customer access to or from the property.
  • The TAP Officer patrols the property on foot, horseback, quadra-trac (small 4x4 dust-free vehicle), Jeep 4X4 specialized transportation systems, bicycle, or other required modes to protect and maintain security, safety, fire prevention, and risk management activities. Each property may require specific transportation modes if foot patrol is impractical.
  • The TAP Officer enforces all parking regulations, including towing if necessary. If a vehicle is towed, the TAP Officer photographs the vehicle and documents or videos the conditions leading to towing.
  • The TAP Officer checks passageways, walkways, and clears obstructions, ensuring general property cleanliness and light debris pickup along the patrol route.
  • The TAP Officer stops and identifies any suspicious persons on the property without authorization, adhering to legal protocols, and advises them accordingly.
  • The TAP Officer inspects all garbage collection points to ensure they are free of accelerants and trespassers.

Before any licensed security company, including ours, can hire someone as a security guard/officer, the Bureau of Security and Investigative Services (BSIS) requires that the individual be licensed.


All City Patrol Services can assist you in obtaining your BSIS Security Guard Card. We offer the required 8-hour training class several days a week. After completing the class, BSIS typically takes about one week to process your license application.


We will assist you in submitting all necessary documents electronically to BSIS.
